Rebates & Incentives for Northern California Homeowners

Rebate for replacing a gas furnace or gas-powered HVAC system with a qualifying electric heat pump HVAC system. Must be two-stage (15.2 SEER2 minimum) or variable-stage heat pump.

Rebate for upgrading an existing electric HVAC system (such as an old heat pump or electric furnace) to a new qualifying heat pump HVAC system.

Rebate for replacing a gas water heater with a qualifying heat pump water heater (HPWH). Largest SMUD rebate available for single equipment replacement.

Rebate for upgrading an existing electric resistance water heater to a heat pump water heater.

Rebate for adding attic insulation to R-30 minimum. Must be performed by a SMUD Home Performance Program Contractor.

Rebate for professional duct sealing verified by post-work testing. Reduces energy loss from leaky ductwork in attics and crawl spaces.

Instant rebate for qualifying smart thermostats purchased through the SMUD Energy Store. Additional incentives available through My Energy Optimizer enrollment.

Rebate for replacing a gas cooktop or range with a qualifying induction cooktop or induction range (24 inches or larger).

Rebate for upgrading an existing electric cooktop or range to a qualifying induction unit.

Rebate for electrical panel upgrade to 200 amps as part of a gas-to-electric conversion. Paid at $500 per eligible circuit (EV, dryer, cooktop/range) up to $2,000 total.

Rebate for installing a Level 2 EV charger at home. Includes $250 for charger, $500 for dedicated circuit, and $200 for circuit-sharing/energy management devices (amounts may vary).

One-time enrollment incentive of up to $10,000 per household ($500/kWh minus 20% holdback) for new battery storage customers who enroll within 90 days of permission to operate. Tesla Powerwall (13.5 kWh) receives approx. $5,400. Ongoing quarterly incentives for Tesla: $110–$330/quarter.

Rebate for installing a qualifying ENERGY STAR certified heat pump water heater with a Uniform Energy Factor (UEF) of 2.2 or higher, replacing an existing electric resistance or gas water heater.

Rebate for installing a qualifying central heat pump system in a PG&E-served home. Available to residential customers replacing existing HVAC systems.

Rebate for ENERGY STAR certified smart thermostats. Must have a furnace-based HVAC system.

Free energy-efficient upgrades for income-qualified PG&E customers. Includes weather-stripping, insulation, duct sealing, water heater repair/replacement, smart thermostats, furnace repair/replacement, refrigerator replacement (15+ years old), faucet aerators, and low-flow showerheads.

Rebate for qualifying EV charging equipment including Energy Management Systems, smart splitters, and adjustable-amperage chargers. Income-qualified customers receive enhanced rebate amounts.

PG&E provides one free Level 2 charger (valued at $500) and covers up to $2,000 in electrical panel upgrade costs per single-family home for income-qualified customers.

Instant point-of-sale rebate for qualifying heat pump water heaters. Program ending July 31, 2026 - last day to reserve a retail coupon is July 23, 2026.

Some California utilities and municipalities offer rebates for cool roof installations, particularly in areas managing urban heat island effects. Availability varies by utility territory and funding.

Federal tax credit covering 30% of costs for energy-efficient home improvements. General limit of $1,200/year with separate $2,000 limit for heat pumps/biomass stoves. EXPIRED as of December 31, 2025 due to the One Big Beautiful Bill Act moving the sunset date forward from 2032.

Federal tax credit covering 30% of costs for residential clean energy equipment including solar panels, wind energy, geothermal heat pumps, and battery storage. No annual dollar limit or aggregate cap. Unused credit carried forward. EXPIRED as of December 31, 2025.

Federal tax credit for EV charger installation costs. Covers 30% of qualified costs up to $1,000 for residential installations. Must be in an eligible census tract (low-income community or non-urban area). Active through June 30, 2026.

Federal IRA rebates for home electrification distributed through California's TECH Clean California program. Covers heat pumps, heat pump water heaters, electrical panels, insulation, and wiring. Low-income (below 80% AMI) get 100% of costs covered up to caps; moderate-income (80-150% AMI) get 50% of costs.

Federal IRA rebates based on modeled or measured whole-home energy savings. Funded at approximately $291 million through the CEC. Program has not yet launched in California as of mid-2026.

Statewide incentive program for heat pump HVAC and heat pump water heaters. All single-family, multifamily, and commercial incentives are now fully reserved and not accepting new reservations.

State-funded program providing free electrification upgrades (replacing gas appliances with efficient electric appliances) to low-income, disadvantaged, and tribal communities. Outreach in initial community focus areas began Winter 2025-2026.

California's primary battery storage rebate program. Incentive amount varies by tier: general market customers receive lower per-kWh incentive, while equity/low-income and equity resiliency customers receive the highest rates ($850-$1,100/kWh).

State-funded $280 million program launched June 2, 2025, exclusively for low-income households. Covers electrification of gas appliances. Budget is fully reserved as of early 2026 but new applications accepted on a waitlist.

As of January 2026, California Title 24 requires cool roofs on most re-roofing projects. Low-slope roofs require minimum aged solar reflectance of 0.63, thermal emittance of 0.75, and SRI of approximately 75. Meeting Title 24 may enable access to additional utility or local incentives.

Rebate for replacing older pre-1992 toilets with new high-efficiency toilets using 1.28 gallons per flush or less. Inspection of old toilet may be required before removal.

Rebate for converting grass lawns to drought-tolerant landscaping. Additional $200 available for landscape design assistance. Multi-family, commercial, and institutional properties can receive up to $50,000.

Rebate for upgrading to water-efficient irrigation systems. Up to $800 for general irrigation materials upgrades and up to $400 for drip irrigation conversion materials.

Rebate for replacing old toilets with high-efficiency models. Application expires June 30, 2026.

Rebate for WaterSense-labeled high-efficiency toilets replacing older models.

Rebate for residential customers who repair an indoor or outdoor treated water leak.

Various incentive programs for replacing high-polluting equipment with cleaner alternatives. Programs change periodically based on available funding.

State-backed private loan program that reduces interest rates and extends terms for energy efficiency upgrades. Public funds back a loan loss reserve, allowing lenders to offer lower rates (as low as 2.99% APR with discounts) and terms up to 15 years. Finances up to 100% of upgrade costs.
