Based on my personal experience, this company engaged in deceptive and potentially illegal behaviors, including lying to both myself and my insurance adjuster, demanding unauthorized upfront payments, attempting to breach our contract, performing no actual work, and duping me into signing a fraudulent agreement. These actions resulted in significant damages to me, both financially and emotionally. I have since filed a formal complaint with the California Contractors State License Board (CSLB) and am in the process of filing a formal complaint with the Sacramento County DA’s office for insurance fraud and lying to an insurance agency on several occasions. This review aims to detail these events, highlight relevant legal violations under California law, and strongly advise the community to avoid this contractor to prevent similar hardships. By sharing this account, I hope to empower other homeowners to make informed decisions and protect themselves from unscrupulous businesses. During the initial assessment, they LIED to my insurance adjuster two times, saying that they completed work that was never done. This immediately alarmed me and I knew the contract I just signed was null and void - they would lie and deceive in order to extract money from the insurance company via me. I was the go-through to extract all the money they wanted. This misinformation was not only shared with me but also directly communicated to my insurance adjuster, leading to delays in claim processing and unnecessary disputes. Such fabrications erode trust and can constitute fraud under California law, where contractors are prohibited from making false statements to induce contracts or influence insurance claims. This behavior prolonged my ordeal, as I had to hire an independent assessor to correct the record. One of the most egregious violations was their insistence on a large upfront payment before any work commenced. They demanded 100% of the total estimated cost immediately upon signing, far exceeding legal limits. According to California Business and Professions Code section 7159.5, contractors are restricted in their payment demands: except for a down payment, they shall neither request nor accept payment that exceeds the value of the work performed or material delivered. Down payments for home improvement contracts are capped at $1,000 or 10% of the contract price, whichever is less, as outlined in CSLB guidelines. Violating this can result in CSLB citations with fines up to $5,000 per violation. Warning to the Community! Fellow homeowners, heed this warning: stay away from PuroClean of Southeastern Sacramento.
